Re: Hours of work, Holidays and leave for Officers and
Supervisory, Clerical and Subordinate staff.

The Govt. of India, Ministry of Finance, Dept. of Economic Affairs, Insurance Division has amended the General Insurance (Rationalisation of pay scales and other conditions of service of officers as well as the Supervisory, Clerical and Subordinate staff vide Notification no. SO-1792 (E) and SO 1793 (E) dated 21.12.2005

The Amendment Scheme 2005 dated 21.12.2005 for Supervisory, Clerical and Subordinate staff provided for certain amendments in Para 8 (Hours of work), Para ( (Holidays) and Para 10 (Leave) of the Rationalization Scheme applicable to them.

In view of the same, following changes in the under mentioned terms and conditions of employment are effective from 01.01.2006.

1. HOURS OF WORK :

The amendment in Para-8 has the effect of increasing the weekly working hours for all employees in the Class-III & Class-IV cadres (other than drivers, liftmen, gardners A, watchmen, electricians, plumbers and gardeners ) by 72.5 minutes, w.e.f. 01.01.2006 spread over week of 5 full days. This would mean increasing the daily working hours by 15 minutes each. In view of the same, the revised daily working hours of Class-I, Class-II and class III & IV employees shall be as under :

2. HOLIDAYS :

The amendment in Para 9 of the Rationalisation Scheme for Supervisory, Clerical and Subordinate staff has the effect of providing the employees w.e.f. 01.01.2006, the option of following not more than two restricted holidays in a calendar year, as per his choice, out of the list of Restricted Holidays declared by the Central Govt. from year to year, subject to such choice being submitted by the employee before the commencement of the calendar year concerned.

We are enclosing herewith a list of Restricted Holidays and the employees may be asked to submit their choices as per the annexure attached.

3. LEAVE :

In view of the amendments in the Rationalisation Scheme, following changes in the leave rules are applicable with effect from 01.01.2006 :

  • Restriction of Casual Leave: The number of Casual Leave an employee can avail in a calendar year has been reduced from 15 to 12.
  • Abolition of additional casual leave : the provision of additional Casual Leave has now been deleted as per this amendment scheme.
  • Maximum CL.: The provision for maximum CL to be availed by an employee has been modified and as per the present amendment scheme, CL for not more than 5 days shall be granted at a time.
  • CL for half day : The casual leave for half day shall not be granted.

Though the amendments in the scheme has made specific reference about the amendments in the hours of work, holidays and leave of Supervisory, Clerical and Subordinate staff and the Amendment Scheme 2005 for officers do not have any reference in this regard, the Board of the Company has decided to also make the amendments in the hours of work, leave and holidays effective for Class-I officers as well as Class-II Development Officers also as per the amendments in this regard for Supervisory, Clerical and Subordinate staff.

You are hereby advised to inform the offices under your control immediately, about the changes in the hours of work, leave and holidays and ensure that before 30.12.2005, all employees submit their two days of restricted holidays they want to avail in the year 2006 along with the holidays declared as per the Negotiable Instrument Act in your State. Further, ensure that all employees working in that office should not apply for the same restricted holidays and it should be ensured that the offices are kept open and balance staff are working there during the restricted holidays chosen by the employees.
